The shopkeeper answer

Commercially, crystal is glass with a metal oxide added — traditionally lead oxide, now often barium, zinc or potassium. The oxide raises the refractive index, which is what produces the sparkle, and it makes the glass softer to cut, which is why cut crystal exists and cut ordinary glass mostly does not.

The regulated numbers

In the EU the terms are legally defined by oxide content and density. Full lead crystal requires at least 30% lead oxide; "crystal glass" a lower threshold. So the word is not merely marketing — it is a specification, just not a structural one.

Is lead crystal safe to drink from?

Occasional use is not considered a hazard. Long-term STORAGE of acidic drinks in lead crystal is a different matter, because acid leaches lead over time — which is the practical reason decanters largely moved away from it.

Why glass is not a slow-flowing liquid

The old story that medieval window panes are thicker at the bottom because glass flowed is wrong twice over. Glass at room temperature is far too viscous for measurable flow on any human timescale — the calculated rate is many orders of magnitude below detection. And the panes were uneven when they were made: crown glass was spun into a disc and cut, so thickness varied across the sheet, and glaziers sensibly set the heavy edge at the bottom.
