Why this is public

A review queue nobody can see is not a review, it is a claim about one. Publishing it means the gap between "requested" and "published" is visible, and so is how long a review actually takes.

It also shows what was refused

Requests that hit the refusal list are counted here by category. What people ask for is worth knowing even when the answer is no.

Questions

Why is my request still queued?

Because a person has not read it yet. That is the constraint on this whole product, and pretending otherwise by publishing it unread would be the one thing that makes the corpus worthless.
